Fields and purposes of activities of the agency

1. The main purpose of the agency is the provision of effective implementation of emergency situations projects in the Republic of Armenia. The main fields of the agency activity are the works and projects, developed at the expense of funds, granted to the Republic of Armenia by emergency situations (Stat budget of the Republic of Armenia) and foreign countries and international crediting organizations, developed by local authorities and Ministry of Emergency Situations of the Republic of Armenia, approved by the government of the Republic of Armenia.

2. The main objectives of the agency are the following:

1) Within the implementation of the project drawing of the current time-table of the activity and estimates of the project, if the implementation of the project or one of its components is not granted to third party under the Legislation of the Republic of Armenia.
2) Organization of competitions, estimation and analysis of proposals for the purpose of project implementation.
3) Monitoring of the quality, terms and execution of activities, stipulated by the project.
4) Acquisition of goods, activities and services (as well as consulting), if one of the components of the project is not granted to third party according to the project implementation plan.
5) Ordering of design works, expert evaluation necessary for the activity.
6) Management of payments, referring to the project implementation.
7) Implementation of the client’s functions of the activities, mentioned in the corresponding project (projects) on behalf of the Government of the Republic of Armenia.
8) Within the project preparation of technical tasks, organization of competitions, evaluation and analysis of proposals for the purpose of acquisition of goods and services, if they are not the exclusive jurisdiction of REB or nothing else is stipulated by the international agreement of the Republic of Armenia or the implementation of one of the components of the project is not granted to third party according to the project implementation plan.
9) Preparation and conclusion of agreements design, connected with the project implementation in cases, provided by the International agreements of the Republic of Armenia according to the regulation of creditor.
10) Project implementation monitoring, including by the corresponding international or foreign crediting organization, as well as the drawing and representation of reports, stated by the Legislation of the Republic of Armenia.
11) Drawing and representation of necessary applications for the deductions, stipulated by the crediting or granting projects. The agreement concluded between the borrowers (sub-borrowers) or the grant receiver and the agency may bring forward other additional problems and functions.
12) During the implementation of the project or one of its components with third party implementation of the function together with a third party, stipulated by the 11th subparagraph of this article or assignment of representative for the purpose of implementing those functions.
