Direct video connection between firefighters –rescuers and CMC

Mobile-phones from VivaCel-MTS for taking rescue operations videos and transferring immediately up-to-date information to CMC
On July 8, at the Crisis Management Center of the MoES of the RA, Minister of Emergency Situations Armen Yeritsyan and VivaCel-MTS General Manager Ralph Yirikian presented jointly performed innovative program.
Minister A. Yeritsyan, on his own behalf and on behalf of the emergency employees, thanked the VivaCell-MTS company.
- We have a lot of general plans, as our goal is not only to obtain information, but also archiving the data, their research and public awareness.
In his speech, VivaCel-MTS General Manager Ralph Yirikian mentioned, that they are proud to support the Ministry of Emergency Situations:
-We are proud to provide the MoES such a network, which helps to be more useful and accessible to the public. We must work together, hand in hand, and try to provide useful and high-quality services for our people.
Armenia’s leading telecommunications operator VivaCel-MTS has supplied the MoES with 100 state-of-the-art mobile phones(AlcatelOne Touch C5 smart phones, providing high speed data traffic and an opportunity to take videos with high quality), which are used to transfer up-to-date information immediately from the scene of the accident to the CMC of the MoES of the RA.
On arriving at the scene of the accident, one of the rescue group members takes a video of the accident, which is transferred to MoES CMC via VivaCel-MTS 2G, 3G and 3.75G/HSPA networks in real time. The setting of the operative video connection allows the specialists at the CMC to virtually move to the scene of the accident. The opportunity of having the total picture of the situation and rescue operations helps CMC to adequately assess the situation, effectively coordinate the activities of the rescue group and, if necessary, steer the operation and involve additional resources and make other operative decisions.
Besides, monitoring and controlling the crisis situation or the accident, the newly set system also enables to archive videos received from the scene of the accident in the special server of the MoES for a thorough analysis of rescuing activities and for a further expert evaluation of the teamwork and individual efforts to make rescue operations, as well as the cooperation with other services even more effectively and in more systematized way in similar situations. The archived materials will also be used for teaching purposes and will serve as proofs.
