RA Deputy Prime Minister visited Gegharquniq marz

RA Deputy Prime Minister, Minister of Territorial Administration Armen Gevorgyan visited Vardenis to discuss the results of collection of own incomes in the region and marz, paying off teachers' salaries debts of previous years, as well as current issues. During the meeting held in Vardenis Deputy Prime Minister expressed his dissatisfaction on collection of own incomes' collection and insufficient indicators to marz officilas, mayors of Gegharquniq marz, heads of large communities.

It was assigned to take necessary measures in order to improve collection of own incomes. At the same time it was suggested to implement it during the whole year in order to avoid accumulation of tax obligations at the end of the year. He also assigned to collect the accumulated debts of 2008 during 2-3 months.

Armen Gevorgyan also reminded the RA Government would take into account the level of collection of own profits of the given marz while funding projects.

While discussing formation and realization of communities' budgets RA Deputy Prime Minister Armen Gevorgyan informed the heads of communities that based on opinions received on the spots a comprehensive system of formation of communities' budgets was being worked out, which would envisage a mechanism on liquidation of debts from current budgets. This would enable to make the communities' budgets more realistic.

He informed that the RA Ministry of Territorial Administration had put into circulation a package of necessary legislative changes. The abovementioned document would help to enlarge the scope of activities of the heads of LSGB-ies in collection of own incomes. The heads communities would be able to familiarize themselves with the package of legislative changes in near future.

Deputy Prime Minister assigned to raise the indicator of paying off the areas of accumulated salaries of previous years. He suggested paying off the areas of accumulated salaries of previous years through dotations of 2009 and to optimalize the staffs of communities in order not to have the same situation.

RA Deputy Prime Minister informed marzpets that the working group of the RA Ministry of Territorial Administration would start the study of structure of salary debts (more than 5 millon) of the communities during previous years. The debts will be taken into consideration while evaluating the work of marzpets.

The issue regarding striking off the register transport vehicles registered with old state numbers was touched upon in Vardenis. It was assigned to use the list of transport vehicles registered with old state numbers of their community made by police and after approval of the RA Draft Law "On making changes in the RA Law "On Property tax", worked out by the RA MTA, by the RA National Assembly to strike off the vehicles from the register.

He presented the Concept "On formation of intercommunity units and enlargement of communities" and assigned the heads of communities to involve actively in the process of formation of intercommunity units and enlargement of communities and present corresponding suggestions.

RA Deputy Prime Minister particularly attached importance to the issues connected with protection of Sevan National park, and struggle against construction of illegal buildings in these areas.

Deputy Prime Minister attached importance to the issues of proper organization of spring agricultural works and irrigation season. He informed that the RA Government had taken necessary measures towards realization of potato crop of the marz. Armen Gevorgyan emphasized that entities, dealing with protection of children’s rights, of the marz must be in the center of special attention of marz and community officials. Marzpets and heads of communities were assigned to cooperate closely with these organizations and present suggestions on raising effectivity of their activities.

Then the RA Deputy Prime Minister, Minister of Territorial Administration Armen Gevorgyan visited the school N.3 in Martuni, which were reconstructed through means allocated by Lincy fund and put into operation on September the 1st , 2008, in order to see how the newly reconstructed buildings were maintained.

During the meeting teachers thanked for favorable conditions created in the school. Teaching staff and mayor of Martuni asked to give their school corresponding status, according to the demands of state norms.

Deputy Prime Minister promised to address these issues on his arrival to Yerevan and assigned the heads of the offices of project implementation to complete the ellimination of all shortcomings.
